low income earners, members of lower castes, women
Equity Challenge
Lack of safe and secure housing for everyone. Housing conditions are extremely poor and people cannot afford long- lasting upgrades. Many people lack identification cards, so communities are denied access to education, healthcare, and other social benefits.

Participation + Power
Kalaiya, a local NGO, assisted in helping the community form a savings group and upgrading several housing projects. They connect the communities as a network and link them with other stakeholders.
Fair Resources + Burdens
Community-engaged and community venue–based approach was used to gather disaggregated data from a wide variety of communities. Conception, implementation, and dissemination of surveys were led by CBOs.
Fair Systems + Structures
Technical assistance was provided to the communities to help them complete housing improvements.
Young people were taught how to make bricks, used in housing upgrades.
